fairness doctrine 〈美〉公平原则 依据这项原则,电台或电视台负有在其提供的节目中应包含恰当、能公平反映不同观点且对公众有重要影响的问题的责任。即使在无人赞助的情况下,电台或电视台也必须为对立观点提供足够的陈述时间,且在无人要求对公共问题开展讨论时,电台或电视台也应主动作出安排。按《联邦电讯法》〔Federal Communications Act〕的规定,对政治和公共问题持不同意见的主要支持者,应为之提供公平的、均等的说明其观点的机会。亦称「equal time doctrine」。
