bicameral system 两院制 政府的立法机构由两院组成的政府体制。现代两院制始于英国17世纪的立宪政府〔constitutional government〕,欧洲大陆和美国于18世纪后期也确立了两院制。英国议会是在认识到贵族和僧侣区别于平民之后成为两院制的,当英属殖民地在北美建立时,殖民地议会也同样实行两院制,后美国宪法也规定实行两院制。随着立宪政体在世界的推广,许多国家采取英国或美国的两院制模式,即议会有一个较大的院,其成员由普选产生;另一个是较小的院,成员的产生或由选举或由任命或世袭。从理论上讲,两院制通过两院之间的互相牵制,能更好地体现权力的制衡原则,并能防止立法的草率和仓促,但两院制的立法程序也会造成时间的拖延,而且在两院有同等权力的情况下,有时会因决议的不一致形成僵局。
