〈英〉全院委员会 下议院全体议员组成的委员会，由赋税委员会〔Committee of Ways and Means〕主席或副主席主持，而不是由议长主持，很多程序规则是非正式的。下议院可以向全院委员会提交任何事项。财政法案均需由全院委员会审议。全院委员会有不同的形式，包括先前处理预算事务的预算委员会、赋税委员会、作出财政决议的全院委员会。上议院也可以设立全院委员会，由委员会主席主持。
