capitalis justiciarius (kap-i-tay-lis j[schwa]s-tish-ee-air-ee-[schwa]s). [Latin “chief justiciary”] Hist. The principal minister of state who governed when the king traveled abroad. • By the 13th century the duties of office were more judicial than political. See JUSTICIARY(2).
