1. Intentional; premeditated; fully considered.

2. Unimpulsive; slow in deciding.

deliberate (di-lib-[schwa]-rate), vb. (Of a court, jury, etc.) to weigh and analyze all the evidence after closing arguments (the jury deliberated for 12 hours before reaching a verdict).
