Lord Lieutenant.

1. An honorary officeholder who is the Queen’s representative in a county and the principal military officer there, originally appointed to muster the inhabitants to defend the country.

Lord Lieutenant 〈英〉 (1)郡最高军事长官；郡治安长官 指各郡的最高军事长官，由女王任命，其职责是对内镇压叛乱，对外抵御入侵，因此他们有权召集和训练地方武装。该职位大约于亨利八世或爱德华六世时创设，意在各郡设立一个国王代表以掌管军务。依据1972年《地方政府法》〔Local Government Act〕，国王为英格兰和威尔士的各郡及大伦敦〔Greater London〕指派郡最高军事长官。以前与此相关的特许状中有如下用语「女王陛下在某郡的最高军事长官」〔Her Majesty’s Lieutenant of and in the county of…〕，这种尊称便用来指「郡最高军事长官」〔Lord Lieutenant〕，1972年《地方政府法》采取了后一习惯称谓。郡最高军事长官以前可以任命20个副手，但这种任命权现在已转归国王。 (2)(驻爱尔兰代表英王行使权力的)总督
