An act that prohibits a nation from militarily aiding either of two or more belligerent powers with which the nation is at peace; esp., a federal statute forbidding acts — such as the equipping of armed vessels or the enlisting of troops — designed to assist either of two belligerents that are at peace with the United States. 22 USCA §§ 441–457.
