Privy Council. In Britain, the principal council of the sovereign, composed of the cabinet ministers and other persons chosen by royal appointment to serve as privy councillors. • The functions of the Privy Council are now mostly ceremonial. See JUDICIAL COMMITTEE OF THE PRIVY COUNCIL.

privy council (1)(统治者或高级官员的)私人顾问团；私人智囊团 (2)〔P- C-〕〈英〉枢密院 由诺曼王朝时代的御前会议〔curia regis〕发展而来，始设于15世纪亨利六世〔Henry Ⅵ〕时代，原为英王之下的最高行政机关，18世纪20年代其地位由责任内阁取代后，成为国王的咨询机关。枢密院成员人数不定，但参加的法定人数是3人，通常是4人应召参加。其职能主要为主持皇室典礼、就某些事务向国王提供建议、发布公告等。枢密院内设许多专门委员会，而最重要的枢密院司法委员会〔Judicial Committee of the Privy Council〕是管辖英联邦殖民地案件的最高上诉法院。 (→King’s Council；Star Chamber)
