Parliamentary law. To send (a motion) to a committee for its consideration or investigation, with a view to a report from the committee back to the referring body.

refer v. 提交；提到；涉及；参阅 案件中有关会计账目或其它错综复杂的细节需要细致审查因而不适宜交由陪审团决定时，通常将整个案件或其中的一部分提交审计员、法官助理〔master〕或审断人〔referee〕决定。提交审断是一种决定问题的方式，与「仲裁」不同。后者指将争议交仲裁员裁决，不经过诉讼程序；而「审断」则是对诉讼进行中出现的争端或问题作出决定，而非对争议作出决定。
