Continental Congress. The first national governmental assembly in the United States, formed in 1774 to protest British treatment of the colonies. • The Second Continental Congress, commencing in 1775, adopted the Decla-ration of Independence and served as the national government until the Articles of Confederation were ratified in 1781.

Continental Congress 〈美〉大陆会议 美国第一个全国性的立法机构。它是由马萨诸塞提议并被其他各殖民地同意于1774年召开。除佐治亚外，其余各殖民地均参加了此次会议。会议部分代表由州立法会议选举，另一部分则由人民直接选举。会议的权力并不明确，但它就民众幸福、独立战争的发动与展开等问题按议程采取了措施并通过决议。其中1774年的第一届大陆会议起草了《权利宣言》〔Declaration of Rights〕；1775年的第二届大陆会议通过了《独立宣言》〔Declaration of Independence〕，且其作为国家管理机关存续至1781年《邦联条例》〔Articles of Confederation〕被批准时止。
