hot pursuit 紧追 沿海国对违反其法律和规章的外国船舶进行追逐,继续进行至公海,并将外国船舶拿捕和交付审判的行为。根据1982年《联合国海洋法公约》第111条的规定,「沿海国主管当局有充分理由认为外国船舶违反该国法律和规章时,可对该外国船舶进行紧追。」根据该《公约》,紧追权的行使须遵守以下规则:1紧追须是外国船舶或其所属小艇之一在追逐国的内水、群岛水域、领海或毗连区开始,而且只有追逐未曾中断,才可在领海或毗连区外继续进行;2紧追只有在外国船舶视听所及的距离内发出视觉或听觉的停驶信号后,才可开始;3紧追不得中断,但在船舶进入其本国领海或第三国领海时应立即终止;4紧追权只可由军舰、军用飞机或其他有清楚标志可资识别并经授权为政府服务的船舶或飞机行使;5若无正当理由而行使紧追权,追逐国应对在领海以外因被命令停驶或逮捕而遭受损失或损害的船舶予以赔偿。
