Youth Correction Authority Act. A model act, promulgated by the American Law Institute in 1940, that pro-posed the creation of central state commissions responsible for setting up appropriate agencies that would de-termine the proper treatment for each youthful offender committed to the agency by the courts. • The Act is noteworthy for its emphasis on rehabilitating juvenile offenders, as opposed to punishing them.
