act of state 国家行为 一个国家行使主权的行为，或者国家的代表在其被授予的权限内作出的行为。它通常是行政部门实施政策的行为，其对象是外国及外国人。在英国，法院无权审查国家行为的效力，也无权审查其是否侵权。国家行为不能针对效忠于英国的任何人。 (→act of state doctrine)
