deficiency bill 〈美〉弥补拨款不足额议案 联邦国会通过的弥补正常拨款议案中遗漏的各项开支的议案。若此议案是为了弥补各项开支的不足，常称为「普通不足额拨款议案」〔general deficiency bill〕；若此议案是为了提供必须立即予以弥补的费用，或因情况紧急来不及采取拨款议案的正常程序，称为「紧急不足额拨款议案」〔urgent deficiency bill〕。
