disturbance of public meetings 扰乱公众集会 普通法上的轻罪，指意图扰乱公众集会的行为。多数情况下，控方需证明扰乱行为是出于故意而为。在美国多数司法管辖区，该行为被制定法规定为犯罪，并且不要求扰乱行为达到暴乱〔riot〕的程度。
