filibuster n. 阻挠议事 用拖延战术阻挠立法工作,特别是在议会发表冗长演讲以消耗时间。该词最早在美国使用,当时在美国参议院已经发生这种情况。自1900年起众议院以程序规则防止这种情况发生,参议院1917年起以终止辩论方式阻止阻挠议事的出现。在英国下议院,议长有权命令停止无关的、重复的或者只是浪费时间的发言。
