plebiscitum 〈拉〉(罗马法)平民议会决议;平民立法 经护民官〔tribunus plebis〕或其他平民地方官要求或建议,由平民议会〔concilium plebis〕通过的决议。最初只对平民有效,后来则对全体罗马市民发生效力,成为法〔lex〕的一种,并成为共和国后期的常规立法方式。
