rout n. (1)骚动 三人或三人以上已经非法集会之后以图实施非法计划扰乱社会治安。该行为是介于非法集会〔unlawful assembly〕和暴乱〔riot〕之间的状态，而实践中多以非法集会来起诉。构成此罪，不要求共同意图已实行，也不要求在去实行共同计划的过程中有破坏社会治安的具体行为。该罪在英国普通法中是轻罪，美国现代制定法已废除了该罪。 (2)骚乱的人群 尤指惊恐逃散的混乱人群。
