war n. (1)战争；战争状态 指不同国家之间或者统治者之间，或者同一国内不同当事方之间通过武装力量进行的敌对性冲突。根据美国宪法，只有联邦政府拥有对外宣战权。当处于战争状态时，法院准许联邦政府采取特别措施，这些准许导致政府压制政治异议和其他在平时不合宪的行为。在联合王国，宣战权是国王特权的一部分，在法律上，对于是否存在战争状态，以代表王室政府的国务大臣的昭证文〔certificate〕为准，而不论实际的敌对状态是否终止。 (2)战 指相对立的各方之间的争议或竞争，如「价格战」等。 (3)斗争；努力 如「America’s war against drugs」。
